Regionalization under Dispute: A Critical Analysis of Ancine’s Financial Arrangements Allocation

Abstract
This article presents the results of a research study guided by the following question: how has Brazil implemented resource decentralization policies to foster audiovisual production across the country? The investigation examined resource decentralization initiatives through the outcomes of the four public calls of Ancine’s State and Regional Financial Allocation Program (2014-2018) and additional data obtained via the Law on Access to Information. The analysis was conducted using tools from the Political Economy of Communications, intercultural studies, and historical institutionalism applied to the study of communication policies. Findings reveal that these policies strengthen local markets and drive new economic agents. However, investments remain concentrated in the Southeast region, with other regions, particularly the North, still marginalized. It was also identified that the mechanism relies heavily on local initiative and faces obstacles such as: (i) a lack of understanding of Ancine’s operations, (ii) limited resources, and (iii) insufficient comprehension of the sector’s economic dynamics. Despite advances in the Northeast, the model under analysis is insufficient to challenge the hegemony of traditionally favored territories or the influence of large conglomerates. This study contributes to both academic scholarship and the development of public policies in Brazil’s audiovisual sector by examining the processes that govern funding allocation and reflecting on the need to improve these mechanisms for a more equitable distribution of resources.
