Abstract
The tendency in the long time in Colombia, is of a crescent expense just by a larger participation of the State in the economy. This is produced by the great number of functions of the government in the levels central and local, by the necessity of the State contribute to the social increase.
The present article board the behavior of public expense in Colombia across of the transferences to territorial entities and as direct assignation of the central government with the purpose of to reduce the basic Colombians needs not satisfied.
