Abstract

This paper analyses government instruments for intervening community organizations to study public policy implementation mechanisms mentioned in the 28th municipal agreement of 2014. From such document and based on classification criteria provided by analysts of public policy design, emerge reflections on how the typology of instruments and their characteristics allow observing implementation possibilities and government effectiveness. In this way, it is possible to detect that implementation difficulties will present further on for reaching the proposed objectives. This is due to directionality flaws and high conditioning of governmental instruments, which leads to rethink the way in which these public policies are being constructed.
