GROSS DOMESTIC PRODUCT AND UNEMPLOYMENT RATE: AN ANALYSIS USING OKUN’S LAW

Abstract
The objective of this study is to analyze the influence of changes in gross domestic product on changes in the unemployment rate in the department of Norte de Santander, using Okun’s law for the period 2000–2019. A quantitative methodology is followed by estimating an econometric model using Ordinary Least Squares based on Okun’s Law. The results reveal that Okun’s Law is fulfilled in Norte de Santander, with a negative relationship between the variables Gross Domestic Product and Unemployment Rate, where, holding all else constant, when the departmental Gross Domestic Product increases by one unit, unemployment in the department of Norte de Santander decreases by approximately 15.30%; thus, achieving an increase in production significantly benefits employment rates in the department. When applying the autocorrelation correction procedure, the Durbin-Watson statistic approximates 1.799808, indicating the absence of autocorrelation in the model and validating compliance with Okun’s Law. It is concluded that applying Okun’s stipulations is a valuable tool for establishing public policies that contribute to departmental economic growth, while recognizing that addressing this indicator is essential to reducing the high unemployment rates commonly found in Norte de Santander and thereby improving social welfare. As an empirical contribution, the application of this law allows for the establishment of programs and policies that promote the development and strengthening of the department’s industrial sector, since, through the specialization of the workforce and the improvement of access conditions for financing channels, greater competitiveness of the industry can be achieved; likewise, it can generate an increase in productivity and job opportunities in Norte de Santander.
