La carrera administrativa en Colombia: 70 años de ficción

Abstract
El ensayo que se presenta pretende explicar por qué la carrera administrativa en Colombia, a pesar de siete décadas de vigencia normativa, sigue siendo una ficción en la gestión pública del país. Para ello, inicialmente se presenta una conceptualización básica, para seguidamente describir los principales antecedentes que han caracterizado este proceso en el país, aspectos que resultan esenciales para abordar el acápite central, en donde se clasifican las apreciaciones realizadas por los expertos entrevistados a profundidad con el fin de establecer qué factores han impedido en Colombia la plena vigencia de la carrera administrativa.
